| This module handles assassins's competence, and exports sufficent states that we can build the incompetence list. Tells the umpire when people go inco, and gives them the option of letting them off. Also emails players if they are about to go incompetent. |

| String to print in email if you are incompetent, default is "You are currently marked as incompetent. I suggest you get out there and do something about it!" |

| Default competence extension for a kill, in days, default is "7" |
| warning |
| Days before competence deadline to warn the player that they are going to go incompetent, default is "2" |
