Abstract: ¡®Governance¡¯, as a concept, has been prevalent in the western academic literatures, and also is influencing the way we understand the Chinese public administration. In this article, I will first and foremost outline all types of ¡®governance¡¯ defined by different scholars, then focus on finding out which one is more applicable in china. The first part introduces three modes of governance critically, and creates a new model called ¡®governance with Chinese characteristics¡¯ to understand Chinese public administration. The second part describes the Chinese model combining with case studies to illustrate the transformation and changes of Chinese public administration.
